
On 13 May 2026, the final event of EDIH-PAI: European Digital Innovation Hub – Public Administration Intelligence took place at the auditorium of Insiel in Trieste, Italy. Moverim was proud to attend in person, joining partners and beneficiaries to celebrate the achievements of a project that has contributed concretely to the digital transformation of public administrations and SMEs.
A Project That Delivered at Scale
The numbers speak for themselves. Over two years, EDIH-PAI generated 1,255 activities — 526 directed at public administrations and 729 at businesses — backed by more than €6.88 million in PNRR funding. A total of 421 organisations took part, including 186 public bodies and 235 SMEs, with a notable share of cooperatives and social enterprises reflecting the project’s commitment to inclusive digital development.
The project’s reach extended across six territories: Friuli Venezia Giulia, Piemonte, Valle d’Aosta, Lombardia, Lazio, and Belgium.
At the heart of the initiative was a “Test Before Invest” approach: 344 pilot activities allowed organisations to experiment with new technologies before committing to full-scale investment, with a combined value of over €4.5 million. Each pilot ranged in cost from €10,000 to over €80,000, reflecting the depth of engagement with each organisation. These were complemented by more than 30 specialised advisory services and 408 training pathways, worth over €1.6 million. A further 434 interventions focused on assessing beneficiaries’ level of digitalisation, and 39 activities were dedicated to European-level collaboration and networking.
From Strategy to Concrete Impact
The event opened with remarks from Diego Antonini, CEO of Insiel — the in-house ICT company of the Friuli Venezia Giulia Region and project lead, who highlighted how EDIH-PAI worked along three core axes: digitalisation including cybersecurity and service modernisation, sustainability including smart city solutions and social economy, and inclusion considering digital accessibility, assistive technologies, and innovative learning models.
Concrete outcomes ranged from AI-powered chatbots for local authorities, to knowledge management systems, immersive technology proofs of concept, and digital maturity assessments.
Beneficiaries shared their experiences directly at the event: from satellite data tools for agriculture powered by AI, to innovations in energy management and digital processes for mountain communities. Francesco Coletti of Fondazione Agrifood&Bioeconomy FVG presented satellite data tools for agriculture powered by AI; Dino Salatin, President of the Magnifica Comunità di Montagna Dolomiti Friulane, Cavallo e Cansiglio, illustrated AI-driven event management and promotion; Franco Baritussio, President of FVG Energia, highlighted an innovative approach to energy management through AI; Mauro Guarini, Vice President of Part-Energy (a Legacoop FVG cooperative), spoke on renewable energy communities; Marco Sartini, Mayor of Porcia, shared the municipality’s experience with project Giul-IA for administrative process innovation; and Antonella Robortaccio, Director of Solidarietà Società Cooperativa Sociale, presented a security assessment case study, underlining cybersecurity as a driver of digital transformation. The variety of use cases underlined the project’s cross-sectoral reach, and its capacity to respond to concrete territorial needs.
A Strong Partnership Behind the Results: Moverim’s Contribution
Within EDIH-PAI, Moverim contributed its expertise in European innovation pathways, internationalisation strategies, and support to EU project participation. Through training and advisory services, Moverim helped SMEs and public administrations better understand EU opportunities, strengthen their innovation strategies, and position themselves within the broader European digital innovation ecosystem.
The project also addressed a common pain point in public funding: the complexity of administrative reporting. Through Robotic Process Automation (RPA) solutions developed with Lean Experience Factory and Digital Automation, Insiel introduced tools to automate portal access, data entry, and transfer, reducing the burden of burocracy.
A Legacy Beyond the Project
The conclusion of EDIH-PAI is not an endpoint but a foundation for future innovation As Diego Antonini noted, the project has demonstrated how collaboration between the public sector, private enterprise, and research can concretely accelerate innovation at a territorial level. What remains is a network of organisations with enhanced digital skills, tested innovation models, and shared experience in navigating the EU innovation landscape.
